In 2017, the state of the public auto insurer was dire. ICBC had lost over a billion dollars in a single year, insurance rates for drivers were projected to increase by as much as 30% to break even, and people weren’t getting the benefits they were paying for—instead, they got multi-year court battles. As the minister responsible, David recognized that dramatic changes were necessary to improve support for people who have been in accidents while ensuring that car insurance could once again be affordable. Facing this challenge head-on, David implemented reforms that stopped the financial bleeding, resulting in refund cheques being sent to every car owner in the province. He reoriented ICBC away from courtrooms and towards affordability and care, which reduced premiums by 20%, and ensured British Columbians today enjoy some of the lowest car insurance rates and best benefits in Canada.
